Northern Ireland Electricity Since 2003 Smart421 has been assisting Northern Ireland Electricity with the Electricity Market Opening programme. Smart421's specialist consultancy and technical resources are addressing the opening of the non-domestic retail electricity market in 2005, establishing the market testing and implementation phase and the accreditation process for new entrants.
